Carter faced a crisis from a combination of economic problems, failed policies of his predecessors and, finally, an Iranian revolution that cut access to some Middle Eastern oil.

Carter met the problems by starting sweeping oil-reduction reforms, including creation of the Cabinet-level Department of Energy.

He began spending millions of dollars researching alternative sources for electrical power, including solar power. He got utilities to cut their use of oil for electricity and ramp up their use of natural gas or coal.

“Up until Carter, we were getting about 20 percent of our electricity from oil generation,” said Jay Hakes, director of the Energy Information Administration under Carter and an authority on modern presidents and oil. “And post-Carter, it went down to about 3 percent.”

Carter insisted that U.S. automakers build more fuel-efficient cars, with a goal of 27.5 miles per gallon over the following decade – a requirement passed under Gerald Ford but put into force by Carter.

He offered incentives for getting oil from shale, creating a boom initially in the Rockies – and a bust when it failed to be cost-effective. He offered deductions for using solar water heaters in homes and commercial buildings.

“People in the upper-income bracket were always looking for tax cuts. They were going to build a house anyhow, so they were saying, ‘Well let’s look at this solar stuff and see what we can do,’ ” said Marc Giaccardo, a professor at the University of Texas at San Antonio who at the time was an Albuquerque architect.

Carter even had solar collectors installed on the White House grounds to heat the executive residence’s water.

Then Carter lost re-election to Ronald Reagan in 1980. The so lar panels at the White House eventually came down – and Reagan and his aides gutted the solar research program.

“In June or July of 1981, on the bleakest day of my professional life, they descended on the Solar Energy Research Institute, fired about half of our staff and all of our contractors, including two people who went on to win Nobel prizes in other fields, and reduced our $130 million budget by $100 million,” recalls Denis Hayes, the founder of Earth Day, who had been hired by Carter to spearhead the solar initiative.

Reagan and Congress stopped aggressively pushing new auto efficiency standards, acceding to Detroit’s desire to leave them at Carter-era levels. They let the solar tax benefit expire, and the nascent solar industry went belly- up.

It was time to let the markets work their magic and stop all this government tinkering, Reagan and conservatives said.

Only people who did not understand the magnitude of his presidency, can say he was a fool. Carter was the most honest President US ever had and yet he was able to accomplish progress for the country. He was the only US president who made major strides in Palestinian-Israeli relationship, Camp David agreement. It was immediately destroyed by Reagan. Carter was working towards piece and prosperity for all, while facing incredible domestic opposition and screwed up economy.

Is China the New America?

The Copenhagen climate change summit failed because of China, previously America was blamed for the failure of the Kyoto Accord.

China is happy to let America and its allies bear the brunt of combating it on the wider stages of Afghanistan and Iraq. At the same time, it is cultivating economic relations with those two countries – a copper mine in the first, oil exploration in the second.

China, the world’s biggest emitter of greenhouse gases has caused environmental disaster at home, the country is positioning itself to become a leading exporter of green technology, whether wind and solar generation, electric car batteries or scrubbing carbon from coal-fired power stations.

Two days ago, despite appeals for clemency from his family and the Government, the Chinese executed a Pakistani-born British citizen for smuggling heroin Texas style.

Will Liberals turn on China next?

While some Liberals have been after China for years now, most are unconcerned (my experiences as a former Liberal) and focus their efforts at home.

China has yet to fully recover from the humiliation it suffered during the weak Qing dynasty (1644-1911) at the hands of European powers. Following this China split into two opposing ideologies that briefly allied against the Japanese in WW2. After he war Chiang Kai-Shek and his Nationalists hunted down and tried to do away with their rivals, Mao Tze Dong and the Communists.

(I won’t bother with the history of the conflict)

With the Nationalists defeated they fled to Taiwan and established their own government there while the Communists of course took over mainland China. Out of this came the determination to not suffer the humiliations of the Qing again. China went on a rapid military build up and while the Great Leap Forward failed dismally it showed the extent to which the government would go to modernize their nation.

In any case Chinese population exploded as it is prone to do and it hurled headlong into a belated Industrial Revolution, with the typical rapid rise in Urbanization that follows said revolution wherever it springs up.

This results in higher pollution and less regulation.

Also posing a problem with China is that they (unsurprisingly) don’t want to slow down their industrial revolution. From their point of view they feel as though they are being cheated. The European powers didn’t begin to impose these restrictions on pollution and emissions until after their revolution had ended.

We will have to wait and see what the dragon does for now. Will they emerge from their industrial revolution and see a decline in the Han majority like we saw a decline in the White majority in the United States?

China enacted the One Child policy-something we didn’t have to do so the situation is going to be different perhaps.

In either case I will be watching what they do next.

How many Residential Solar Installations are there in NJ?

See if you can track down the authority that gives out rebates in New Jersey. If they’re the equivalent of California, they will have reports and/or graphs of the present installed base, or at least the ones that applied for rebates (which is > 95% of them in California).

If all else fails, try the office of the Governor. They probably have guys to point you to this kind of info, it’s good PR for the state.

Why isn’t the federal government willing to subsidize solar energy panels for homes?

Some states like TX and NJ will subsidize solar energy 40% worth.
But the technology to date has been quite costly in spite of these states’ subsidizing the cost. However, solar energy is starting to turn the corner cost-effectively in the past year or two.
Why is there no serious encouragement from the federal gov’t to encourage homeowners to install solar energy panels by offerering subsidies or rebates for installing it?
Would this be a good idea?
SHOULD the federal gov’t give rebates of 40% to homeowners who install solar panels on their homes?
